MANKATO (KMKO) – A Morgan man was arrested Saturday by Mankato police for allegedly being a fugitive from justice.50-year-old Timothy Picard appeared in court on Monday and has yet to sign a waiver of extradition.
Originally from the San Diego, California area, Picard apparently failed to report in for probation. According to several websites, he was charged for Rape by Force and was arrested on a warrant.
