Dayton says past cuts to LGA have trickled down to taxpayers.
"For every dollar you cut in local government aid, property taxes go up 65 cents," according to Dayton.
The governor says his budget proposal would keep 95 percent of Minnesota taxpayers from seeing higher income taxes or a state-timposed property tax increase.
