Mankato (KMKO)- Misdemeanor charges have been filed again a Mankato dog owner for an alleged attack in May.  The dogs owner, 38-year-old Brandon Lee Hersley, says they were let out of their pen by someone else.  Two witnesses say they heard the woman screaming in the 300 block of Dillon Avenue in Mankato.  The woman had to go to the hospital, but court records did not describe her injuries.  According to the witnesses, the latch on the dog's fence would not properly latch.  The Community Service Officer who responded told Hersley to get his dogs properly licensed.
