MANKATO-October 2, 2012-(KMKO)-The Mankato City Council covered two big financial issues during last night's work session.  First, they talked about a proposed set of rules to award community and regional facility capital grants.  The council also discussed future capital spending for city projects and how they might be paid for after the state denied the request for funding for the civic center project.
