PETER-October 5, 2012-(KMKO)-The city of St. Peter reminds residents that the "cold weather rule" starts October 15th and runs through April 15th.  The rule prevents a utility from disconnecting a residential customer if they've met four requirements: having a current account prior to October 15th, an electrical disconnection will affect your primary heating source, your household income must be 185% of the federal poverty level and you file an inability to pay with the electrical utility.
