Charges: St. Peter Security Counselor And “Sexually Psychopathic” Patient Had Ongoing Sexual Relationship

A Mankato woman is accused of engaging in a sexual relationship with a patient in the Minnesota Sex Offender Treatment program where she worked as a security counselor.

Fifty-seven-year-old Claudia Nmn Kogo was charged in Nicollet County Court with two felony counts of criminal sexual conduct for the alleged assaults, which were reported to St. Peter Police in August 2018.

According to the criminal complaint, the patient – confirmed to have a “sexually psychopathic personality” – told police that he and Kogo first began to flirt and exchange personal information when they met in 2016.  The patient said their relationship became more aggressive starting in the summer of 2017 when Kogo began asking him pointed sexual questions, including inquiring what type of underwear he was wearing.

The patient told investigators that the relationship continued to escalate until late 2017 when Kogo touched his penis through his clothing and showed him photographs of her masturbating.  Kogo also gave the patient condoms and instructed him on how to provide her with his semen, according to court documents.  The two had sex on three occasions and Kogo performed oral sex on him over 20 times, according to the patient’s interviews with investigators.

Further investigation revealed that Kogo had placed hundreds of calls to the patient, who told police she had used a fake account to avoid detection.

Kogo admitted to police she had kissed and groped the patient but denied any sexual further relationship.  Investigators reviewed recorded phone calls between the pair, in which they described their sexual activity.

Kogo has been summoned to appear in Nicollet County Court on March 5.
